Every time you flush or drain water in your home or business, Four Rivers Sanitation Authority (FRSA) is here to make sure it’s safely cleaned and returned to the environment. Each day, up to 40 million gallons of wastewater is treated and returned to the Rock River. In early 2026, FRSA will launch a new billing system designed to make paying and managing your bill easier and more convenient.

- Utility Access, our new online portal for bills, payments, and account details.
What Do You Need to Do?
- Nothing yet. Keep an eye out for your newly designed bill starting in February 2026.
Important to Remember!
- Please bring your account up to date before January 16, 2026.
- The transition period will occur January 19 through January 27, 2026. During this period:
- Phone payments will NOT be available.
- In-person and mailed payments will still be accepted.
- Online payments and auto-pay will remain available through the existing E-Bill website.
- Payments may take extra time to appear on your account.
