The Board of Trustees of Four Rivers Sanitation Authority is pleased to announce the appointment of Christopher T. Baer, PE, as Executive Director, effective July 1, 2025.
Baer has held the position of the Authority’s Director of Engineering for the past nine years, expanding his role earlier this year in an interim capacity as the Executive Director.
As Director of Engineering, Baer has been responsible for the coordination and oversight of all Four Rivers major capital improvement construction projects. With a dedicated team of Professional Engineers, Land Surveyor, Technicians and Clerical Staff, Baer has led Four Rivers efforts to develop and maintain its own high level of standards for the construction and rehabilitation of sanitary sewer systems. These unwavering efforts have sustained the confidence of the Illinois Environmental Protection Agency and maintained Four Rivers delegation of local permit authority thereby providing industry leading assistance to local developments with expeditious project review and cost saving, long term, sanitary sewer system solutions.
Prior to joining Four Rivers, Baer was privileged to gain significant engineering design and construction knowledge performing a wide array of duties in all aspects of civil engineering related projects. This experience-based knowledge includes: the design and management of large industrial and commercial building and site developments; roadway alignment and profile designs; structural and forensic inspection services; hydraulic computations with watershed modeling; and structural design, detailing, and inspection. Baer’s vast design experience has been greatly enhanced by his unique passion for construction and the successful completion of complex projects.
With his extensive engineering experience and proven management philosophy, coupled with his commitment to the overall mission of Four Rivers, Baer is positioned well to lead the current and future improvement efforts, both technologically and geographically, as the system undergoes the necessary expansion and critical upgrades to meet ever-changing environmental regulatory requirements while best serving the communities that depend on Four Rivers Sanitation Authority.
