Four Rivers Sanitation Authority (FRSA) has upgraded its billing system. To ensure seamless service, customers who previously used online payment services must enroll their accounts in the new Utility Access billing portal.
Key Information
- Information Needed: To enroll online and process payments, you will need your new account, customer, and bill number, which are located at the top left of your bill.
- Action Required: Existing online users need to complete a one-time registration in the new Utility Access billing portal by clicking on the following link: Utility Billing
- Bank Bill-Pay: If you pay through your personal bank’s website, you must update the account, customer, and bill numbers in your bank’s system to match your new bills.
- Other Payment Methods:
- 24/7 Phone Payments: You may now pay by phone at any time by calling 815-387-7500 and pressing 7. Please have your new account and customer numbers ready.
- In-Person & Drive-Thru: These options remain available at the Graceffa Administration Building located at 3501 Kishwaukee Street, Rockford.
- Mail: Check payments are still accepted by mail; please include the bill stub and ensure the check memo references your new bill number.
