Spring Creek Trunk Sewer Replacement, IL 251 to Alpine Road Capital Project No. 1402

Four Rivers Sanitation Authority (FRSA) covers approximately 100 square  miles of Winnebago County in northern Illinois. The District serves over 290,000 people  in the communities of Rockford, Loves Park, Machesney Park, Roscoe, Cherry Valley,  New Milford, Winnebago, a portion of Rockton, and several unincorporated areas within  Winnebago County.  

Project Description  

The proposed Spring Creek Sewer Replacement project will consist of approx. 1,718 LF  of 36″ sanitary sewer, 7,411 LF of 30″ sanitary sewer, 60 LF of 15″ sanitary sewer, 115  LF of 8″ sanitary sewer (approx. 9,300 LF total), roadway pavement, curb and gutter and  driveway removal/replacement, utility adjustment and replacement work, tree  removal/replacement and turf restoration. The proposed sewer will replace existing 14”,  15” and 20” sanitary sewer alignments that are undersized. The entire project is located in  the City of Rockford, Illinois.  

Community Benefits 

The existing Spring Creek Trunk sewer lacks sufficient reserve capacity to accommodate  peak flows after prolonged significant rainfall events. The replacement sewer will offer a  tighter system with greater reserve capacity.  

Funding for this project was provided by a low interest loan from the Illinois  Environmental Protection Agency’s Water Pollution Control Loan Program  (WPCLP). The WPCLP is funded by both state and federal sources.
